The European Payments Council released version 1.1 of the API Reference Toolbox on May 7, 2026. The updated platform supports the VoP Inter-PSP API specification v1.1. Payment service providers and routing and verification mechanisms can test both requesting and responding roles. The VoP scheme rulebook v1.1 takes effect on September 20, 2026.
The EPC developed the ART in collaboration with StreamMind following a successful pilot phase. A separate VoP Scheme Rulebook 2.0 public consultation opened on April 1, 2026, with responses due by June 30, 2026.
Verification of Payee became mandatory for eurozone payment service providers on October 9, 2025 under the Instant Payments Regulation. Non-eurozone EEA payment service providers must implement VoP by July 9, 2027.
