The European Parliament's Legislative Observatory lists December 14, 2026 as the indicative plenary sitting date for the third Payment Services Directive. The procedure file for the Payment Services Regulation carries the same forecast date. Both files show the status Awaiting Council's 1st reading position. The ECON committee approved the texts agreed in early second-reading negotiations on May 5, 2026.

Parliament adopted its first-reading position on both texts on April 23, 2024. The Council has not yet transmitted its first-reading position on either file. Norton Rose Fulbright had written that publication in the Official Journal was generally expected towards the end of the second quarter of 2026. That window appears to have passed without a plenary vote.

The PSR enters into application 18 months after its entry into force. The payee-name verification obligation and its liability rules apply 24 months after entry into force. PSD3 requires Member States to transpose within 18 months of entry into force. A December 2026 plenary vote would likely push entry into force into 2027 and the main PSR application date towards mid-2028.

The Legislative Observatory labels the December date as indicative rather than a confirmed agenda item. The remaining steps are Council adoption of its first-reading position, Parliament's second-reading vote, and publication in the Official Journal.
