None of the six federal agencies tasked with implementing the GENIUS Act stablecoin framework has published final rules as of June 30. The statutory deadline for final implementing regulations is July 18, 2026. The OCC, FDIC, Treasury, FinCEN, and OFAC each published proposed rules between February and April 2026. All major comment periods closed by June 9.

The NCUA's comment period does not close until July 17, one day before the statutory deadline. The Federal Reserve Board has not issued any standalone proposed rule for GENIUS Act prudential standards. The Fed's only GENIUS Act rulemaking contribution is a joint customer identification rule co-authored with other agencies.

The GENIUS Act takes effect on January 18, 2027, regardless of whether agencies meet the July 18 rulemaking deadline. Final rules issued before that date would trigger activation 120 days after publication. The OCC has granted conditional national trust bank charters to 10 crypto firms since December 2025, including Coinbase in April and Augustus in May 2026.
