The Banco Central de Reserva del Peru activated its new General Regulation of the National Payment System on April 1, 2026. Published as Circular No. 0022-2025-BCRP, the framework replaces rules that had governed the sector since 2010. The updated regulation positions the BCRP as the comprehensive overseer of Peru's payment infrastructure, with authority spanning norm-setting, supervision, sanctions enforcement, interoperability mandates, tariff oversight, and competition monitoring.

The regulation introduces a phased compliance timeline based on transaction volumes. Entities processing monthly operations exceeding S/ 100 million must meet all requirements by June 30, 2026. Those above S/ 60 million have until September 30, 2026. Remaining entities must comply by December 31, 2026. Penalties for non-compliance reach up to 20 UIT. Persistent violations may lead to suspension or revocation of authorization to operate.

All regulated entities must meet BCRP-defined interoperability standards and maintain tariffs reflecting actual service costs. Direct participants in Peru's LBTR settlement system require prior BCRP approval under the new rules. Other payment service providers must register in a new informational registry. The regulation also mandates incident reporting for any disruption affecting operational continuity. Peru's LBTR settled S/ 5.48 trillion across 1.12 million operations in 2025.
