Circular N° 0017-2026-BCRP, the Banco Central de Reserva del Perú regulation governing immediate payments made through an alias, enters into force on September 13, 2026. The Banco Central de Reserva del Perú published the circular in El Peruano on July 15, 2026. The circular sets entry into force at 60 calendar days from publication. The rule reaches payment service providers, payment infrastructures and critical technology providers. Covered entities include banks, municipal savings banks, finance companies, electronic money issuers and digital wallets.

The regulation defines an alias as a validated identifier linked to a user's funds account. Permitted identifiers are the mobile telephone number, the Documento Nacional de Identidad and other identifiers the Banco Central de Reserva del Perú approves later. Users may also initiate a payment by reading a QR code.

Transfers must execute in real time or close to real time. The service must operate 24 hours a day, seven days a week, throughout the year. Regulated entities may not block, delay or unjustifiably limit transfers between different institutions. Providers must resolve user complaints within a maximum of 15 working days. Those obligations bind all covered entities from September 13, 2026.
