PSD3 and PSR Clear ECON Committee Vote as Plenary Slips Past May

The European Parliament's ECON Committee approved the final PSD3 and PSR trilogue texts on May 5 with commanding majorities, clearing the last substantive legislative hurdle. The full plenary vote was not scheduled during the May 18-21 session, pushing formal adoption to June and potentially delaying Official Journal publication into late summer.

The ECON Committee adopted the PSD3 compromise text by 50 votes to 3 with 5 abstentions on May 5, led by rapporteur Morten Lokkegaard. The PSR cleared the same session by 50 votes to 2 with 2 abstentions under rapporteur Rene Repasi.

COREPER endorsed the trilogue agreement texts on April 22, completing the Council's committee process. The full Parliament plenary vote did not appear on the May 18-21 session agenda. The plenary is now expected to adopt both files during the June session.

Official Journal publication is anticipated for June or July 2026. Legal-linguistic finalization could push publication to September. The PSR will apply directly across all EU member states 21 months after publication. PSD3 requires transposition into national law within the same window.
