India's active UPI QR code base grew to 731.38 million in calendar year 2025 from 633.44 million in the prior year, according to the Worldline India Digital Payments Report released on April 7, 2026. The expansion added nearly 98 million net new merchant acceptance points to the network over twelve months. Total UPI transactions for the year reached 228.5 billion, a 33 percent increase over CY2024's 172.2 billion.
The average UPI transaction size declined to Rs 1,314 from Rs 1,437 in CY2024, an 8.6 percent contraction reflecting deeper penetration into routine, low-value purchases at small merchants and street vendors. India's POS terminal base also grew 15 percent to 11.48 million devices from 10 million in the prior year.
The combination of expanding acceptance infrastructure and declining average transaction value indicates that UPI growth is increasingly driven by first-time digital payment users making small, frequent purchases rather than by higher spending from existing users.
