PayPal joined the European Payments Council as a full member on 2 July 2026. The company serves more than 430 million active accounts globally. PayPal holds a European banking license through its Luxembourg subsidiary.
Stripe joined the EPC in January 2025. PayPal is the second major global fintech to secure a governing seat at the council. The EPC oversees SEPA payment schemes used by approximately 4,000 payment service providers across 41 countries.
Verification of Payee scheme rulebook changes take effect 20 September 2026. Public consultation on VoP v2.0 change requests closed on 30 June 2026, with the updated rulebook expected in November 2026.
