Banco de México published Circular 9/2026 in the Diario Oficial de la Federación on 17 June 2026. The circular amends the SPEI rules to give the public a standardised experience when sending transfers from mobile devices. The amendments entered into force on 18 June 2026. Participants have until 14 December 2026 to adapt their apps to the new rules.

DiMo, short for Dinero Móvil, is an electronic payment scheme developed and operated by Banco de México. Banxico made DiMo available to SPEI participants on 23 February 2023. Through DiMo, any deposit-account holder can send and receive transfers using a mobile number previously linked to the account. Linking an account to DiMo carries no charge. At the end of November 2024, 21 financial institutions were live on DiMo. More than 11 million accounts were linked to the service at that date.

CoDi, or Cobro Digital, is a Banco de México platform for payments and collections made through electronic transfers. CoDi operations generate no additional fees. CoDi is available at any hour on every day, including weekends. Circular 2/2025 requires participants to let account holders generate CoDi payment requests of up to the equivalent of 6,000 UDIS per message. The rule previously set that threshold at 1,500 UDIS.

Mobile Time reported that the guidelines cap the sending process at four stages: authentication, data capture, validation and notification. The same report said the provisions could benefit more than 80 million mobile-transfer users. It put the number of small merchants that could benefit at more than 4.4 million.

The gap between the 11 million DiMo accounts linked by November 2024 and the more than 80 million mobile-transfer users cited for the rules suggests room for DiMo adoption to grow once the uniform flow reaches every participant's app.
