Banco de México published new rules in the Diario Oficial de la Federación on June 17, 2026 to simplify electronic transfers from mobile applications. Banks have until December 14, 2026 to implement the changes. The rules set specific guidelines for CLABE transfers, DiMo mobile-number transfers and CoDi QR payments, including automatic validations, uniform data display, access to phone contacts, QR reading and download of the electronic payment receipt.

The Asociación de Bancos de México said in late August that CoDi is not for everyone nor for every payment. CoDi had 21.8 million validated accounts and 17.8 million cumulative operations at the end of September 2025. That figure sits far below the 18 million users Banxico had expected to reach in the scheme's first year.

Banxico made DiMo available to SPEI participants on February 23, 2023. By the end of November 2024, DiMo had 21 participating financial institutions and more than 11 million linked accounts. SPEI itself processed more than 7.3 billion transfers in 2025, worth close to MXN 600 trillion.

The banking industry's plan is to make CoDi and DiMo easier to use and to harmonize the user experience across bank apps. Banks are also working toward automatic enrolment so that customers can use CoDi without a physical registration process.

Banxico's director general of payment systems, Othón Moreno, said in March that CoDi will work for some merchants, DiMo for others, and cards or traditional transfers for the rest. The reform also creates a simplified Nivel 2 Bis account for micro and small merchants. Those accounts may receive up to 15,000 UDIs a month, around MXN 132,000.

If banks meet the December 14 deadline, 2027 will likely be the first full year in which CoDi and DiMo are presented the same way in every SPEI participant's app. Banxico's technical guides will specify the processes and steps every SPEI participant must implement, according to Governor Victoria Rodríguez Ceja.
