EBA Clearing published a white paper on 9 June 2026 explaining how its Fraud Pattern and Anomaly Detection service addresses fraud prevention obligations under the Payment Services Regulation. The PSR will require all payment service providers to monitor incoming and outgoing transactions in real time. The regulation will also mandate participation in cross-provider information sharing arrangements.
FPAD has been available to STEP2 and RT1 participants since March 2024. In May 2025, EBA Clearing reported more than 55 participants across 14 countries preparing to adopt its Verification of Payee module, covering over 40 percent of STEP2 and RT1 clearing volume.
PSD3 and PSR final texts await publication in the Official Journal. The PSR will apply directly 20 days after publication. FPAD provides pre-transaction screening and post-settlement detection across the SEPA credit transfer network.
