Bank Indonesia's Sistem Kliring Nasional (SKNBI) has served as Indonesia's primary batch clearing system since its second-generation upgrade in 2015. The system processes retail fund transfers below IDR 1 billion through nine daily clearing and settlement cycles. Approximately 143 institutions participate in the network. In 2020, SKNBI processed 166.5 million transactions. Those transactions totaled IDR 4,259.85 trillion in value.
SKNBI transaction volumes have declined since Bank Indonesia launched BI-FAST in December 2021. BI-FAST processed 1.07 billion transactions in Q1 2025. That volume represented 57.68% year-on-year growth. Regional data from East Kalimantan shows SKNBI volume contracted 9.24% year-on-year in Q1 2024 to 169,277 transactions. The value of those transactions grew 3.81% to IDR 9.48 trillion in the same period. The divergence between declining volume and rising value indicates higher-value batch payments persist on SKNBI while retail transfers migrate to BI-FAST.
Bank Indonesia has indicated that SKNBI will eventually be limited to paper-based cheque processing. BI-FAST Phase I Stage 2 services became operational on December 21, 2024, adding bulk credit, request for payment, and direct debit. Bank Indonesia Regulation No. 10/2025 introduced a new payment system regulatory framework effective March 31, 2026. The subsidized SKNBI tariff of IDR 1 from BI to banks remains in effect through June 30, 2026.
