From April 1, 2026, all participants in Ukraine's System of Electronic Payments must offer instant transfer capability to their clients. The same deadline makes the TrackSEP payment tracking service mandatory, requiring each participant to generate a Unique End-to-End Transaction Reference for every payment processed through the system. The dual mandate applies to all 63 SEP participants, comprising the National Bank of Ukraine, the State Treasury, 61 commercial banks, and three non-bank payment service providers.
The instant payment obligation builds on SEP 4.1, which the NBU launched in December 2024 with 10-second crediting for domestic transfers up to UAH 100,000. In 2025, participants processed 35.9 million instant transfers worth UAH 163.1 billion. Over 90 percent of those transactions completed in under three seconds.
TrackSEP entered voluntary operation on December 1, 2025. From April 1, all participants must provide the UETR identifier to the payer and transmit real-time status updates to the TrackSEP system. The tracking requirement advances Ukraine's payment infrastructure toward international standards, following the country's formal application to join SEPA filed in December 2025.
