UK Financial Services Bill Advances PSR Abolition to Lords Committee Stage
The Financial Services and Markets Bill cleared its second reading in the House of Lords on June 8, advancing legislation to abolish the Payment Systems Regulator and consolidate its mandate within the FCA.
The Bill abolishes the Payment Systems Regulator and transfers its regulatory mandate to the Financial Conduct Authority under a new Part 8C of the Financial Services and Markets Act 2000, granting the FCA powers including payment system designation, access directions, and fee regulation.
Committee-stage scrutiny begins June 22. Full PSR-to-FCA transition is expected in 2027 at the earliest, contingent on Royal Assent.
