BCCh Informe de Sistemas de Pago August 2026 (fifth edition, published Aug 5, 2026) confirms LBTR access will expand to cooperatives (Cooperativas de Ahorro y Crédito), prepaid card issuers, and new payment chambers under the Ley de Resiliencia (Resilience Law). LBTR access currently reserved mainly for banks. This progresses the non-bank access consultation opened November 2025. Digital payments in Chile reached 435 annual transactions per person in 2025, a 15% increase. Fraud complaints reached US$98 million in H1 2026, with debit card fraud rates nearly doubling to 0.07%.
