The Banco Central de Chile on August 20 published the final regulation opening its Sistema LBTR to non-bank financial entities. Savings and credit cooperatives, securities deposit and custody companies, foreign central counterparty entities recognized by the Comisión para el Mercado Financiero, and regulated payment system administrators can now apply for direct LBTR accounts.
The regulation completes the implementation of powers granted under Law 21.641, the Financial System and Infrastructure Resilience Law. A public consultation on proposed modifications ran from November 15 to December 26, 2025. LBTR access had previously been limited to banks, with approximately 25 direct participants.
The BCCh stated the measure aims to strengthen the efficiency, security, and competitiveness of Chile's payment system.
