The reporting framework applies to both domestic permitted payment stablecoin issuers and foreign payment stablecoin issuers registered with the OCC. The agency set a 60-day comment period from Federal Register publication.
The reporting forms are part of the broader GENIUS Act implementation effort involving six federal agencies. No agency has published final implementing rules ahead of the July 18, 2026 statutory deadline. All major comment periods on core framework rules closed by June 9, 2026.
