It contains urgent changes and clarifications that the VOP Working Group identified after the scheme's launch, to solve issues arising from the deployment of the VOP service or to clarify parts of the rulebook, the API specifications and the API Security Framework.

What changed: First version of the VOP scheme rulebook, in force from 5 October 2025. It focused on the requirements of the EU Instant Payments Regulation and limited verification of a payee to SEPA Credit Transfer (SCT) and SEPA Instant Credit Transfer (SCT Inst) transactions. Superseded by version 1.1 from 20 September 2026.
