Banco Central do Brasil issued Resolution BCB 597 on 30 September 2026, requiring Pix participants to prevent the processing, settlement and facilitation of transactions destined for fixed-odds betting lotteries. The obligation enters the Pix Regulation as item XI of article 32. The resolution takes effect on the date of its publication. A companion act, Resolution BCB 596 of the same date, places the same duty on participants in the boleto payment arrangement, counted from the publication of Medida Provisória 1.394 of 25 September 2026.
Pix settled 608.6 million transactions over the three days from 26 to 28 September 2026, 10 percent below the average for the same weekdays across the four preceding weeks, according to Banco Central do Brasil data reported by Agência Brasil. Value settled over those three days was R$183.58 billion, down 15.5 percent against the same three days of the previous week. Monday 28 September alone settled R$131.48 billion, a fall of 16 percent against the previous Monday. Correio Braziliense set that Monday against the R$156.6 billion settled on Monday 21 September, a gap of R$25.1 billion.
The prohibition does not reach transactions needed to close out operations and return money to bettors under Medida Provisória 1.394. The government's announcement of the measure sets 23:59 on 5 October 2026 as the deadline for bettors to withdraw balances voluntarily. Under that announcement, betting sites and applications go offline from 6 October 2026, and from 14 October 2026, where an obstacle prevents banks from returning the money, Caixa Econômica Federal receives the funds.
