The Deutsche Bundesbank has confirmed that the Technical Specifications SCT/SCL and SDD/SCL for the RPS SEPA-Clearer will not enter into force. The notice does not expressly confine the suspension to those two documents. It attributes that outcome to the European Payments Council Payment Scheme Management Board, which decided on 9 September 2026 to postpone the withdrawal of unstructured address data in SEPA payments. The versions dated 5 October 2025 therefore remain valid beyond 15 November 2026. The Bundesbank states the suspension applies until further notice.

The RPS SEPA-Clearer 2026 version 1.0 procedural rules for SEPA credit transfers carry the validity date 15 November 2026. The Bundesbank published them on 23 July 2026. Their version overview records the addition of requirements pursuant to Article 35a of PSD2 in section II. The same overview records the deletion of section IX, which governed the bilateral exchange of SEPA credit transfers.

Access conditions for non-banks sit in section II of those rules. Participation by payment institutions and electronic money institutions is restricted to the processing of SEPA credit transfers. Payment or electronic money institutions domiciled in Germany must attach a declaration issued by BaFin to their application for participation. That declaration must confirm the entity meets the requirements for applying for participation under section 57a (1) sentence 1 of the Payment Services Oversight Act. Direct participation otherwise remains limited to deposit-taking credit institutions within the meaning of Article 4 (1) number 1 of Regulation (EU) No 575/2013.

The shelved SCT technical specification had introduced a new check on the address fields. That check does not now take effect on 15 November 2026. EPC guidance document EPC153-22 version 2.1, issued and effective 5 October 2025, states that the use of an unstructured address will still be possible under the EPC payment schemes until 15 November 2026. The Paypers reported on 23 September 2026 that no replacement date had been set and that the Payment Scheme Management Board would reconvene in October 2026 to set a new end date.
