Updated Procedural Rules for SEPA-Clearer (RPS) take effect 15 November 2026. As published, they reject unstructured payer and payee address data with error code XT33 in SCT and SDD (not SCC) from 16 November 2026, with a 13-month transition allowing unstructured data in R-messages for original transactions processed before 15 November 2026. The EPC Payment Scheme Management Board decided on 9 September 2026 to delay the scheme-level 15 November 2026 unstructured-address end date and will set a new date in October 2026, so the RPS XT33 start date may be revised. Previous procedural rules update took effect 5 October 2025.
