Banco de la República published draft regulation PR-DSP-008 on 2 October 2026. The draft opens public comment on changes to the rules governing interoperability of Colombia's instant low-value payment systems. Comments close on 17 October 2026. The draft creates a commercial establishment code as a new type of Bre-B key.
The establishment code would carry ten numeric characters beginning with 00 and followed by eight digits. The draft requires participants to support the generation, reading and use of static and dynamic QR codes. It introduces a payment reference, a numeric or alphanumeric code attached to an immediate payment order that would identify the good or service the payment relates to. Banco de la República will define the technical guidelines and the timetable for incorporating that field in the Immediate Payments Interoperability Committee. The draft also adds an explicit category for payments to legal entities within immediate payment orders.
PR-DSP-008 is a draft published for public consultation, not definitive regulation, and the changes it proposes are not yet in force.
