The Office of the U.S. Trade Representative is approaching a determination in its Section 301 investigation into Brazil's PIX instant payment system. The investigation was initiated on July 15, 2025. The USTR alleges that PIX's zero-fee structure creates unfair competitive conditions for U.S. electronic payment service providers.
PIX processed approximately $7 trillion in transactions in 2025. The system has 178 million registered users out of Brazil's 213 million population. Individuals pay no transaction fees, and merchant costs remain substantially lower than those charged by international card schemes.
A public hearing was conducted on September 8, 2025, with the formal comment period closing on August 18. An affirmative USTR finding could authorize retaliatory tariffs on Brazilian imports. India's UPI, which shares a similar zero-fee central bank model and processes comparable volumes, has not been subject to a parallel investigation.
