Banco Central do Brasil issued Resolução BCB nº 601, dated 23 October 2026. The resolution obliges financial institutions, payment institutions, securities distributors, securities brokers and foreign exchange brokers to give individual customers a Painel de Dívidas Consolidadas. Article 4 requires the panel to consolidate other credit granted, including credit related to transaction initiation processed in other payment arrangements. Article 12 brings the substantive provisions into force on 1 July 2027. Articles 10 and 11 apply from the date of publication.
Article 2 sets out what the panel must present: the customer's financial obligations, the suitability assessment of credit against the customer profile, and the commitment of the customer's monthly payment capacity. Article 7 requires automatic alerts, including when that commitment reaches 40 percent. Article 3 requires the information to be available continuously in electronic service channels. Article 11 gives the institutions named in article 1 a period of 180 days to adapt their systems, policies, internal controls and relationship channels.
Resolução BCB nº 603, dated the same day, inserted article 7º-A into the Pix Regulation to govern credit offered to the payer during the initiation of a Pix transaction. Under article 15-F, the payer's authorisation takes effect twenty-four hours after it is given. The payer can withdraw that authorisation at any time with immediate effect. Resolução BCB nº 602, approved the same day, sets minimum requirements for selective authorisation to receive individual advertising and active offers of financial products and services. That resolution takes effect on 31 March 2027. Brazilian institutions therefore face the advertising opt-out first, then the debt panel and the Pix credit rules on the same day.
