Banco de México has given participants in SPEI, Mexico's interbank electronic payment system, until 14 December 2026 to bring their mobile transfer flows into line with a single user-experience specification. Circular 9/2026 was published in the Diario Oficial de la Federación on 17 June 2026. The circular entered into force on 18 June 2026. It amends Circular 14/2017, the rulebook that governs SPEI. The amendment adds a defined term, Guías, to those rules, meaning the guides for harmonising the user experience of electronic funds transfers made through mobile devices that Banco de México publishes on its website. Their stated purpose is to set the technical specifications needed for interaction and a homogeneous navigation flow across participants' mobile software, on the principles of usability, communication and standardisation.
The deadline sits in the circular's second transitory provision, which covers participants and the indirect participants with which they hold a contractual relationship. Amended rule 7a makes the operative process for peso transfers between client accounts through SPEI subject to the user-experience specifications in the Guías for send requests submitted from mobile devices. Amended rule 9a Bis applies the same specifications to the processing of CoDi collection messages and CoDi transfer orders. Banco de México must publish each version of the Guías on its website with a publication date, a version number and the date from which that version takes effect. Earlier versions stay published with their periods of validity.
On the evidence of the circular, the regulated object is the design of the payment application rather than the clearing and settlement rail. Because the Guías sit on Banco de México's website rather than inside the circular, a later change to the interface specification can take effect without a further amendment to Circular 14/2017. The operative date for participants and their indirect participants remains 14 December 2026.
