SEPA Instant Intelligence
EXPANDINGProfessional intelligence on SEPA Instant — euro instant credit transfers under the EPC's SCT Inst scheme and the EU Instant Payments Regulation: obligation deadlines, verification of payee, TIPS and RT1 settlement infrastructure, adoption from canonical records and ClearingPost coverage.
SEPA InstantEPC / RT1 / TIPS
Live since Nov 21, 2017 · Participants: 2,837 SCT Inst scheme participants (2,744 euro area + 93 non-euro area) (as of Aug 2026, European Payments Council)
SCT Inst is the European Payments Council's scheme for euro instant credit transfers — funds available in seconds, around the clock, across SEPA. It is a scheme, not a system: transactions are processed and settled by clearing and settlement mechanisms such as TIPS and RT1.
Values come from ClearingPost's canonical system records; fields without a published canonical value are marked accordingly.
Regulatory layer
Instant Payments Regulation (EU) 2024/886
The IPR amends the SEPA Regulation (EU) 260/2012 and phases in obligations for PSPs offering euro credit transfers: receiving and sending euro instant credit transfers, charges no higher than regular credit transfers, verification of payee, and daily sanctions-list screening. Deadlines differ by PSP location (euro area vs non-euro area) and PSP class — the milestone timeline on this page carries each obligation with its exact date and affected class.
Scheme layer
SCT Inst — the EPC payment scheme
SCT Inst is the rulebook under which PSPs exchange euro instant credit transfers — participant obligations, timing targets and message usage, managed by the European Payments Council and live since 21 November 2017. Scheme adherence is a contractual state, distinct from technical reachability and from settlement access; TIPS, RT1 and Wero are not the scheme.
Scheme participation: 2,837 SCT Inst scheme participants (2,744 euro area + 93 non-euro area) (as of Aug 2026, European Payments Council)
Settlement & clearing layer
TIPS and RT1 — where SCT Inst transactions settle
SCT Inst transactions clear and settle through clearing and settlement mechanisms. TIPS (TARGET Instant Payment Settlement, Eurosystem, live 30 November 2018) settles instant payments individually in central bank money; RT1 (EBA Clearing, live since 2017) is the pan-European private-sector instant payment system. Direct participation, indirect participation via a sponsor and reachable-party arrangements are different forms of settlement access — none of them is scheme adherence.
Overlay layer
End-user services on SCT Inst rails
Consumer and commercial services ride on SCT Inst without being part of the scheme: Wero (the European Payments Initiative wallet), Bizum's in-store payments in Spain and Ireland's Zippay all initiate euro instant credit transfers. Overlay coverage appears here only where it materially touches SCT Inst; Wero has its own intelligence vertical.
